by using one of the buildings on the complex, we recycle our own paper. By picking up, take it to the building, make paper, to be put to use on the complex. This might cut the cost of buying the paper, and the cost of trash removal some.

See the post on composting. Depending on the cost of processing and recycling paper, it may make more sense to compost which takes very little energy and requires no building space at all. Of course the best action would be to use less paper but we are not quite at that point and I like many others still like to read some things without the aid of electronics and computers. Old school I am.

one of the keys to successful recycling efforts is to make it convenient to the consituents - if you centralize the collection, and expect nearly 1,000,000 oakland county taxpayers to have to cart their own paper waste to the county complex, the effort will either fail, or be dramatically under utilized.
