There are plenty of vacant buildings. We need building for young businesses to get their feet wet, small light and heavy industrial spaces. If done right the spaces could have the appearance of a mall so consumers would be invited to shop or get connected.

The owners of those buildings have that option right now. They have had it all along, and you see the results.
Most of those buildings will need some $ thrown at them to provide the environment you suggest, and still may not provide enough income to cover property taxes and maintenance.
Oakland County is trying very hard to maintain current services with a declining revenue base (property taxes), and this would take $ that the county doesn't have, whether the county becomes the owner via delinquent tax sales or not.
Every "Idea" entry probably requires the county to spend $ to implement. Where is that $ to come from? Would you support a new property tax for that purpose? If not, would you accept a cutback on your current services to provide that?
It should be a requirement that every Idea suggested must contain a method to pay for its implementation.
